Outlook 2000: "Cannot create item" message

I have Office 2000 (SR-1) installed and IE 5.0. Whenever I click on a Mailto: link in the browser I get the message "Cannot create item" and no e-mail dialog comes up. This happens whether I have Outlook open or not.

    HELP!

Do you have Outlook set as your email program under Tools-->Options-->Programs in IE?

Yes, I do. Is there anything else I can do?

Have you tried running a Detect and Repair from the Outlook help menu? That can cure a lot of bizarre problems in Office apps. It essentially reinstalls the application. You might make sure that IE is open at the same time and see if that cures it. BTW, I'd recommend upgrading to IE5.5, which comes with Office 2000. I much prefer it and it plays better with Office 2000 than 5.0 did.
