Format toolbar on protected sheet (2000 sp3)

Is there a way to allow the formatting toolbar to be enabled for unlocked cells in a protected sheet? I know how to create my own toolbar and simulate the features, unprotecting and then protecting the sheet to do so, but I keep thinking there must be an easier way, something like the ".enable userinterface" to allow the outlining to work. Any ideas?
    Thanks

In Excel 2002 and later, you can specify what a user is allowed to do in a protected sheet (format cells, format columns, etc., see screenshot), but this capability is not available in Excel 2000, so using macros to unprotect, format then protect again is the only workaround as far as I know.

Thanks Hans. I guess I'll just bite the bullet and get going on the code I need. It could be years before the large corporation I'm working in every upgrades to a new version of Excel.
