Problem with User accounts (Windows XP Home)

Last week I had my DIL in from Germany and she used my PC to check her e-mail, etc...
I have XP home edition and the welcome click user page and all users windows were working fine, now suddenly, MINE is the only windows that operates normally.
My husbands (who's is the only other user window on this PC) will not start up correctly, meaning.....
His task bar options do not respond, such as Using the Hide icon option, Show Quick launc option, nor does the Wallpaper show up, even though he is also Computor Administrator, he is unable to make use of his full admin. useage....
I have tried upgrading from the CD, but have never repaired and my System Restore comes back... "RESTORE INCOMPLETE...NO CHANGES MADE" etc...
Any solutions to this issue available?
    Thanks,
    Apeke

Have you run a full A/V scan and the usual spyware scans? See Tutorials & Links to Detection & Removal Tools for more information.
