Deploying Outlook 2003 with customised buttons (2003)

Just wondering if it is possible to deploy Office 2003 accross our network with customised buttons.

In detail: Emails sent from our network require classification tags at the end of the subject line of each message. To speed up this proccess I have added hyperlinks to the 'New Message' dropdown menu, (eg. "mailto:&subject= [SEC=UNCLASSIFIED]") for each of the classifications. Is there any way to deploy this across the network? It may be to our advantage that we will be upgrading from 2002 to 2003 soon.
If there is a better way to solve the problem, such as a subject line dropdown box with the various options, I would be interested to hear it.
    Thanks in advance,
    Adrian

If you are deploying Outlook 2003 from a central administrative point, which is what our IT consultants set up for us (and which causes Microsoft Update to tell me I can't do any updates myself!!), then you probably can pre-customize it all you want. Try downloading the Office Resource Kit for more information.
