What is the TEMP folder under the Local Settings of my profile. It is pretty big(250 meg). Can I clean that out without crashing my system? How?

"temp" means just that, temporary.
You probably won't be able to delete two files in there that have a current date & time stamp.
The rest can GO!!!
While in that folder, click on edit>select all and hit delete. Skip the two in use files....it will tell you which ones they are.

Thanks, I downloaded cccleaner and used it today. I looked a the temp folder and it is significantly smaller. I am still at a loss as to what it contains.

There is a temp folder for each user. Any program that needs a folder(s) or file(s) that are temporary in nature can create whatever it needs there. These could be installation related, working copies of original data, etc. These folders and files are not always deleted as not all programs clean up well after themselves.
