    adding a logo to ass a header to every page (2003)

    Is there a way with excel to add a logo through out specified or all worksheets so that the logo is the same size or must it be done by pasting the logo in to each desired sheet and size it so its all consistant?

    You can select multiple worksheets:
    - Click on the tab of the first sheet you want to select, then Shift+click on the tab of the last sheet you want to select,
    or
    - Click on the first sheet you want to select, then Ctrl+click on other sheet tabs to select/deselect them.

    Once you have selected the sheets, select File | Page Setup... and activate the Header/Footer tab.
    Click Custom Header...
    Click in the left, center or right header, wherever you want the logo.
    Click the Insert Picture button.
    Select a picture, then click Insert.

    does excel 2000 have this feature of the pic button?

    No, it was introduced in Excel 2002 (XP). Your post mentions 2003 in the subject.
