Excel not launching from file (Excel 0.0.4402 SR-1)

    Here's one I can't figure out - please help.
If I launch Excel, it works fine and I can open any file anywhere on my PC hard disk, CD-Rom, etc.
However, if I double-click an Excel file from Explorer, Excel will launch, but give me an error message and not load the file. I've verified this with many files and have checked the file extension list and things are cool there. I've let Excel fix itself (it didn't), re-installed Excel, and even reinstatlled Office 2000 twice. No matter what I do, can't get Excel to open a file when launch from Explorer OR when launched from within an email message (Outlook or Notes email).
DOn't know what else to try.

    Here's the error message:
where xxxx is the file name I double-click on in Explorer or from within an email message.

"cannot find the file xxxx (or one of its components). Make sure the path and filename are correct and that all required libraries are available".
