    shlwapi.dll missing

A friend was using his computer when AVG ran a system scan and then said he should restart his computer. He did but now the computer does not start. He gets the following error message

Error loading explorer.exe. You must reinstall Windows.

Then the following appears with an OK option.

    Error starting program
    C:windowssystemSHLWAPI.DLL not found

After he presses OK, nothing happens - the computer just hangs at that point.

    What should he do now?

    Re: shlwapi.dll missing

I hate to say this, but the easiest thing would be to follow the instructions and reinstall Windows - what is known as an in-place upgrade. Install 98 on top of itself to restore the missing file. You may be able to find the DLL somewhere on the web, but it is different for each version of Windows, so this is the safest way to ensure that you get the correct version.
