Cannot make changes to database (2000)

I have an unusual problem in that l cannot make any changes to the database , and l can confirm there are no users in the database.
Is there any way to kill of any users as they might not have logged out of the database correctly.
    see screenshot.

    Close the database.
Check if an .ldb file with the same name as the .mdb file has been left behind in the same folder. If so, try to delete the .ldb file.

It is also possible that your database is corrupted. Things to try:
    - Tools | Database Utilities | Compact and Repair Database.
    - Create a blank new database and import all database objects from the problem database into the new one.
If everything fails, you may have to go back to a recent non-corrupt backup of the database.
