When you change your user picture in your Personal Profile, you don't see the effect immediately. This is because the old picture is still stored in your browser cache (Temporary Internet Files if you're using Internet Explorer). After a while, the cache will usually be refreshed automatically, and you'll see the new picture. It is also possible to force the browser to load the new version immediately, by holding down Shift while clicking the Refresh button on the toolbar.
