Background picture for a report (Access 97)

I am trying to insert a background picture into a report. I open the reports properties and set the picture property to a .wmf file. I fill in PictureType as linked. PictureSizeMode to Zoom etc. It looks fine in design view but when I view the report, the graphic is just a little speck in the left hand corner of the report. I followed the directions. Anyone know what the problem may be?

I found this on the <A target="_blank" HREF=http://support.microsoft.com/support/kb/articles/Q197/6/01.asp>Knowledge base</A>, it is for A2K, and you could try what they suggest, "Set the Picture property of the form or report to a file in a different format, such as .bmp."

Sorry, if its not much help, being the wrong version an all.
