Tracking Changes is (WORD '03 SP2)

I have been given a "template" though it is not technically a REAL WORD template from the Gov't.
This one template that I am using as our outline for a technical document has changes made with tracking changes turned on. I can't get tracking changes turned back on, it is grayed out...

Has the document/template been protected? You can check by looking at the Tools menu. If there is an item Protect Document, it is unprotected. If there is an item Unprotect Document, it is protected.

You've written, "If there is an item Unprotect Document, it is protected." This is what is there, 'Unprotect Document'
So, I can't really use this to make the customization we need to move forward as I've been doing with all our other tech documents....
You are telling me there is no way to remove this 'Unprotect Document' ????
    Thanks,

As long as a document is protected, you cannot turn Track Changes on or off. So you must select Tools | Unprotect Document. The Track Changes items should then be enabled. You can always protect the document again aftwerwards, if needed.
