Making internet shortcuts behave (sp2)

Some of my desktop shortcuts to internet sites seem to behave themselves, but most grab an open browser window and use that. Problem is, it's never possible to predict which one is going to be grabbed. Open a new window in the hope that it will be used and be disappointed.

Is there a way to make my shortcuts open in a new window, or even the last opened window?

This is mostly a problem at work, where we are forced to use IE.

Select Tools | Internet Options... in Internet Explorer.
Activate the Advanced tab.
Scroll down to the Browsing section.
Clear the check box labeled "Reuse windows for launching shortcuts".
Click OK.

You also can open a link in a separate window by holding down the Shift key when you click the link.
