Update for Outlook 2003 Junk Email Filter (2003 SP2)

Windows Update successfully applied all today's updates except the Update for Outlook 2003 Junk Email Filter (KB914454).

Office 2003 SP2 on Windows XP SP2 (both fully patched and up-to-date).

Error messages from C:WINDOWSSoftwareDistributionReportingEvents.log:
MicrosoftUpdate Failure Content Install Installation Failure: Windows failed to install the following update with error 0x80070643: Update for Outlook 2003 Junk Email Filter (KB914454).
MicrosoftUpdate Failure Content Install Installation Failure: Windows failed to install the following update with error 0x80246007: Update for Outlook 2003 Junk Email Filter (KB914454).

I have searched the forums and as a result tried various fixes / workarounds as follows:
Deleted the downloaded file to force re-download.
Replaced OSE.EXE and checked it was properly configured and started successfully.
Deleted C:MSOCache.
De-registered and then re-registered qmgr.dll etc.
Deleted C:WINDOWSsystem32Catroot2.
De-registered and then re-registered softpub.dll etc.
None of these had any effect. This was a hell of a lot of work for a minor security update.

This update fails from Office Update also.

Downloaded and ran office2003-KB914454-FullFile-ENU.exe; failed with error message: "This update cannot be applied".

The only other suggestion I have found is to uninstall then reinstall Office itself, but I am not prepared to do this for a junk email filter update as the cure would be far, far worse than the ailment.
Would it be worth running a Repair on Office 2003?

Has anybody else had this problem?
What should I try next?

I'd wait a few days to see if others report the same problem (here or in the newsgroups).

Had the same problem Hans. On one of my desktops running Officee 2003, Microsoft Update indicated this update was required and it installd normally. When I then fired up my laptop and went to Microsoft Update, the Junk Mail filter was NOT indicated. Everything else installed OK. I then went to the MS Downloads site, downloaded and saved the update, and when I tried to install, I too received the very informative ( ) message that "This update couold not be applied".

OK, so it looks like the problem is with that update. I'd wait a bit, Microsoft may well release an updated update within the next few days.

I've just visited some of the MS Newsgroups and this looks like it is not an isolated problem. Hopefully MS will release an update soon.

Did you have problems earlier with this update NOT installing?

It probably downloaded and installed on the first attempt for the vast majority of users (as it did on my desktop), but for others (including me on my laptop) it did not. As I said, there has been quite a bit of discussion on this in the MS newsgroups so I guess we'll just have to wait and see if MS has a solution.

Re: Update for Outlook 2003 Junk Email Filter (20

Hi jpl,
Well, I got my problem resolved (with help from MS). Go to the MS Help & Support site for Windows Update (probably best to do this within IE). Follow the instructions and answer the questions and an incident report will be filed with MS. I did this last evening, and late this morning I received an email from MS tech support with a very detailed list of things to try. A few I had already tried before receiving this message (manually download & install the update and make sure that the Office Source Engine service is not disabled). Neither of these had worked. There were a few other suggestions which I tried without any success. Finally, the last step was the dreaded "Reinstall Office 2003"

However, rather than uninstall from the Control Panel "Add/Remove Programs", this procedure used the Windows Installer Cleanup Utility , deleting a few Registry keys, deleting several folders and then installing Office again from the CD. This worked like a charm. While I did use the Files and Settings Transfer Wizard to back up my Office settings (I also backed up my PST file), neither was necessary. The reinstall ran smoothly, the updates from the MS Update site proceeded without a hitch (including the Junk Email filter update), there was no request to re-activate Office, my Outlook profile and my personal folders were retained and almost all of my previous Office settings remained intact. There were a few minor tweaks which took a few minutes, but this was certainly the most painless removal and reinstall that I have ever performed.

While we all often find things to gripe about, hats off to Microsoft for the speedy response and the solution to this problem.

Thanks, that seems much better than the full uninstall then reinstall process.

Are the folder and registry key deletions performed by the cleanup utility, or do you have to do it manually by following the instructions MS sent you?

No, these are manual deletions as per the MS instructions. It's probably better to go to the link I posted earlier and actually submit a report. As I mentioned, I was really pleased with the promptness of the reply. Make no mistake, this IS an uninstall/reinstall process but without all of the usual accompanying loss of settings and customizations. Your situation may be different than mine however, and you may be able to resolve your problem without resorting to this.

<!profile=joeperez>joeperez<!/profile> made a very interesting <!post=post,570,804>post<!/post> this morning regarding the Disk Cleanup utility. Reading through the article that Joe pointed out, I'm really wondering is this has something (or everything) to do with the problem that we have experienced.

Re: Update for Outlook 2003 Junk Email Filter (20

OK. The set of instructions for a streamlined reinstallation would make a good KB Article - daft to have to ask MS individually.

Anyway, I decided I could not let the problem run on into next week, and it had to be fixed because there seemed to be effects on other Office install/configure processes, e.g. Repair Office failed.

I therefore reinstalled Office:
1. system restore to point before latest round of fixes was installed
2. Office save my settings wizard
3. uninstalled Office
4. Windows Update to install the non-Office security patches released this week
5. installed Office from CD
6. installed Office SP2
7. Office Update to install the problemsome junk mail filter update + 3 other security patches
8. restored saved Office settings
9. there just had to be a few minor config changes that had to handled manually...

Everything worked OK, including installation of the KB914454 junk mail filter. It took a couple of hours, but not so long as I had feared. Phew, I have a properly working PC again.
