Can rich text be removed? (2KSP3)

Is there a way to remove Outlook's ability to create rich text formatted messages? I have my compose message format set to HTML, yet when I 'send a link' through my browser (Avant Browser) the message is in rich text format. I can keep switching the format, from rich text to plain text (with attendant warning about loss of formatting), but I'd just as soon get rid of the ability to create rich text messages.

I don't think you can disable rich text completely. Have you tried other browsers? On my PC with HTML as default in Outlook, and Internet Explorer as browser, File | Send | Link by e-mail results in a plain text message.
