In WORD footer the drop down menu for INSERT AUTO TEXT is missing. The arrow is there but no options.

By default, the footer is set to the Footer style, and the Insert AutoText dropdown will only list AutoText entries for the Footer style. It is possible that you don't have any entries for that style. You can check this by setting the style to Normal. The dropdown list should then display all available AutoText entries, organized by style.
If the list is still empty, it is possible that you have saved a document as Normal.dot. You can check this as follows:
    - Quit Word.
    - In Windows Explorer, select Tools | Folder Options...
    - Activate the View tab.
    - Make sure that the check box labeled "Show Hidden Files and Folders" is ticked.
    - Navigate to Cocuments and Settings<username>Application DataMicrosoftTemplates
    - Rename Normal.dot to NormalOld.dot.
    - Start Word to see if the problem has been solved.
    - If not, quit Word and rename NormalOld.dot back to Normal.dot. Try Phil Rabichow's <!post=Systematic Approach to Behavioral Problems in Word (97/2000),197827>Systematic Approach to Behavioral Problems in Word (97/2000)<!/post>.

That is a useful article, but I don't think it applies to the question at hand. The original poster stated "The arrow is there but no options." I interpreted this to mean that the toolbar button is present, but that it doesn't list any autotext entries.
