Package Wizard (Off XP Dev) won't with OL2003

We upgraded Outlook from 2002 to 2003, and this seems to have broken the Office Developer Tools "Package Wizard." It fails on a copy task from its redist folder to the package folder. Web searching yields suggestions such as "uninstall and reinstall Office XP." I suspect, however, that this is a confirmation of the predictions in an earlier thread that the wizard just doesn't work with Office 2003 applications: Will developer tools work with Office 2003 (Office 2K and Office 2003) (Jan. 2004).

I've done versions of this COM Add-in for Outlook 2000 and 2002, so I have some very relevant examples of what the wizard does. Its packages appear to be extremely simple. There are a couple of programs, a manifest, and a couple of files.

Since my DLL has no special dependencies, I am inclined to build my own .cab file and see what happens. However, if anyone has tried this and caused a nuclear meltdown (or Windows equivalent), all cautionary tales will be considered. <img src=/S/smile.gif border=0 alt=smile width=15 height=15>

The distributable files may have changed between versions, Jefferson. Office 2003 uses the Visual Studio Tools for the Microsoft Office System (VSTO), which comes with Visual Studio.Net or can be purchased as a stand-alone product. I haven't used it because we use customized installers, but for Access runtimes, at least, you still need to license in the VSTO since there is no developer version fo Office 2003.
