    can't protect Doc (Word 2003)

I have a large document, 58,203 kb. I am trying to protect it to allow only tracked changes. However the "Yes, Start enforcing Protection" button is "greyed out". <img src=/S/hairout.gif border=0 alt=hairout width=31 height=23>
Can anyone suggest what might be preventing this.
There are no tracked changes in the doc now.

Activate the Control Toolbox toolbar. Is the document in design mode? If so, turn it off.

Also, it's mentioned in the newsgroups that Yes, Start Enforcing Protection may be disabled if the document contains ActiveX controls; no solution has been posted yet.

Thank you it was in design mode. I am unfamiliar with this feature. How might it have been turned on. I am the creator of the document.

Did you ever try to insert a control in the document? Otherwise, it's probably a glitch.
