I turned on XP's file encryption and now all of my files have the same modified date. I assume the two events are connected. It's hugely annoying. I don't suppose there's any way to undo it, is there (short of a full system recovery from backup)?

Not unless you backed the files up previously. No "file modified history" is kept.
Microsoft would probably argue that the feature is working as designed, since encryption 'modifies' the file by rewriting the data (and making the file smaller), and so the file's entry in the MFT has to be updated...
