How can I setit up so that my deault new message has 2 CC: and 2 BCC as the defaul?

Two cc recipients -- or two textboxes assigned to the cc field? I don't think you can assign two textboxes to a single field. To have two recipients pre-entered, you can use forms or templates.

You can do the two CC as a Rule, but the two BCC would have to be with a custom form as Jefferson has explained, or VBA code.

To only CC by Rule, open the Rules Wizard, New Rule | check Start from Blank Rule | New Rule | Check messages after sending | Next | Next | Yes to the dialog box | check 'CC the message to people or distribution list', and populate the 'people or distribution list' from your address books/contacts | Next | Next | Finish.
