Explorer and Control Panel Problems (XP sp2)

    Hi there!

I am having to post this away from the PC with the problem as 1) I'm on holiday and 2) it's Internet capabilities have disappeared along with being able to run Explorer and Control panel. When trying to execute these from the start menu or the command prompt, all that happens is the egg timer appears for a couple of seconds, then disappears.

My partner had installed a new broadband service (Blue Yonder) on the PC (I suspect it's this that has messed everything up), but even though I got her to do a system restore from a week before, still the Explorer and Control Panel won't work.

Anyone got any ideas as to what's blocking these apps?

    Cheers,

    Niven

    Niven,

What explorer are you referring to? Windows Explorer or Internet Explorer?
If Internet Explorer, and you have a new ISP, I would suspect wrong settings for WE. You might check with your Service Provider to double check them.

So far as Control Panel is concerned, look at these fairly current posts.

Also: did you perform full system scan with your Antivirus program? Did you update virus definitions before running full system scan? Was your Windows Firewall active when you connect to the Internet? Can you access Control Panel from Safe Mode (How to start Windows in Safe Mode)?

    Niven,
See kaplinb's above post sent in error to me instead of you.

I think I would try to restorerepair your system files by:

Going to Start>Run, then typing "sfc /scannow" ( without the quotes and space between the sfc and / )

Have your XP CD ready. It will ask for it many times, usually. If it detects any missing or corrupt system files, it will replace them for you.

Re: Explorer and Control Panel Problems (XP sp2)

    HI there,

We were not supplied with an XP CD and despite requesting one from the supplier several times, still haven't got one. I'm not the only one with the problem of not having an XP CD supplied, as my brother and son's recent purchases also came without.

Am I only going to be able to perform this operation with the CD?

    Cheers,

    Niven

It depends - some computer manufacturers (Dell, for example) will put the contents of the Windows CD on the hard disk, so that changes to the installation can be made without requiring the CD. If you're not sure about it, you can always try it - you may be lucky.

Cheers for that Hans, their PC's are Dells, but mine was manufactured by a parts importer. I'll give it a go, but am not hopeful!

Do search for a file folder named I386, that's an "eye" not a one in the name. I386.
If you find one you should be able to point sfc to the I386 folder instead of a CD.

Re: Explorer and Control Panel Problems (XP sp2)

    Hi all,

Have found an I386 folder off of a service pack folder, but regret sfc /scannow won't allow me to point to it. All it does is request the CD all the time. I've tried a couple of switches on the command line to see if it can be coaxed to look at said folder, but to no avail. I maybe doing some wrong though. Any thoughts? The PC is getting closer and closer to going out the window..................

Re: Explorer and Control Panel Problems (XP sp2)

I'm pretty sure you always need to have a CD for SFC. However, if you've installed SP-2 separately from the original install SFC will take that into account and choose the appropriate source for whatever file it needs to replace.

After a little more thinking about SFC, I remembered that SFC uses the install source and service pack source information from the Registry. That means a CD is not required if XP was installed from a network (most users won't do this).

Re: Explorer and Control Panel Problems (XP sp2)

    Niven,
There is a good article on SFC /scannow HERE

It also shows how to direct SFC to another location other than a CD. There is a registry change involved but not a very involved one.

I know it was a bit of a pain to use SFC without this change but now it's a snap.

Try burning the contents of the i386 folder to a CD and then inserting that CD when asked for the Windows CD.

Re: Explorer and Control Panel Problems (XP sp2)

    Hi again!

Was lucky enough to borrow an XP CD from my IT dept. here (they have the same problem with not receiving CD's). Have run the sfcscannow without any problems, but regret to say Windows Explorer and Control Panel still do not work. Further, and this is something that cropped up before the sfc, when closing down the PC I get a message up about OSA9.EXE and windows has to terminate it. Any ideas what this is too?

As an aside when loggin on in safe mode Windows Explorer and Control Panel work fine. OSA9 isn't listed in the Services so can't disable it.

Any ideas what to do next? The PC's on the window ledge..............................

    Cheers,

    Niven

Did you ever run the full A/V scan as suggested? Also, see Tutorials & Links to Detection & Removal Tools for more information. OSA9 is part of Microsoft Office. See this osa9.exe - Google Search for OSA9 links.
