Custom Menus not Saving (2003)

I'm trying to create a custom menu item for frequently used templates. This will be distributed in the corporate normal.dot. I have opened the normal.dot file and created the menu item, created macros and then customized the menu to include the macros. Then saved the normal.dot file.

Problem is, as long as I'm working in Word the custom menu appears with all the menu items visible. But, once I close and reopen Word the menu heading still appears, but the menu items list is blank. The macros are still in the template. How can I get the submenu items to stay in my template?

I have had a look anround and it appears there is a little fix required:

A custom menu is duplicated, or a custom menu does not appear at all in Word appears to cover some of your issue
