Number of Terms for a President?

I read that the US President can only run for 2 Terms. Yet, in the Biography of Franklin D. Roosevelt it states he was in for 4 term.
    (www.whitehouse.gov/hisotry/presidents.fr32.html) 4th paragraph.

When did the 2 Terms come in to law?

I think you have to blame it on George washington.

George Washington could have been elected to a third term, but declined it, suggesting two terms of four years were enough for any president

    Check Amendment XXII-Presidential Term Limits

    Why is this a puzzle?

See the Wikipedia entry for President of the United States, in particular the Term of Office section.
