Cursor defaults to To: field (2000)

We have a user who has recently found that when he replies to e-mail messages, the default position of his cursor is now the To: (recipient) field rather than the message area. I have actually observed this behavior on his pc; no one else has experienced this problem. Any insight, anyone?

Does this user have a custom form for replies?

Are you sure that the user slected "Reply" and NOT "Forward"?
Also is there a address in the "To" pane?

Now running HP Pavilion a6528p, with Win7 64 Bit OS.
