Using IE?
Check: Tools | Internet Options | Security
Select the Internet Icon, then Custom Level.
Is File Download enabled?
Another possibility is that you have checked the 'Always ask before opening files of this type" box for the file type you're attempting to download.
I believe you can reset this by clicking on Tools | Internet Options | Program | Reset Web Settings. You will have to re-assign your homepage...

You can reset this in your file types settings...
Open My Computer. Click on View, then Options.
The last tab is file types, click on that.
For each file type, click on 'edit'
There are four checkboxes toward the bottom of this screen, one is 'Confirm Open After Download.' **Checking this will ensure that you are prompted before the file is downloaded, if this is not checked, the item will be automatically downloaded without prompting you, and opened.
