email and proxy server problem (Win XP OL2003)

My local public library allows wifi acess to laptop owner, using its own proxy server. with ie set up with the correct details, I can web browse easily. However, outlook fails to find the pop or imap servers used by my email company - when I use webmail through ie I can login, but no luck with Outlook. Do I have to set proxy details in Outlook as well, and if so where? I cant see anything is options or account settings relating to this. the same problems are found with other browsers and email prog, Firefox is happy to browse, thunderbird wont connect to mail servers. Any help much appreciated.

What are the settings in the "More" area of the Outlook Account settings?
Check the "Out going server" and "Connections" tabs.

Now running HP Pavilion a6528p, with Win7 64 Bit OS.

Normally, you can use incoming POP3 access from anywhere, but ISPs guard the outgoing SMTP access and require authentication to use it from "out of network." Since neither works, I wonder whether the library's proxy server is blocking POP3. Do they say?

    Hi Dave
The setting 'my outgoing server requires authentication' is ticked, the servers have the address the isp gave me, connection is set to 'use my LAN'. The error I get is ' the server name you entered cannot be found on the network' although the sending task has a tick, only the receiving task show an error. I have tried several permutations of the settings, but have not yet found one that downloads my emails to outlook.

Yes the library are blocking me from receiving mail, but allow sending. This is for 'security reasons' but they don't go into details.
    Oh well, thanks anyway
