Googling that phrase gets a lot of hits but not too much in the way of cures.
It seems to be a problem with Windows Installer.
I would try to go to Addremove programs and uninstall IE7. It should revert back to IE 6 using this method. ( that is, if you had IE 6 installed prior to this )
Then retry to install IE 7 again.
