Although there are many hits in google for "patch package cannot be processed", there is none whatsoever for "patch package cannot be accessed". I hope someone else will have a suggestion.

    Please provide more information:

You opened Add or Remove Programs wizard (appwiz.cpl), from "Currently installed programs" list selected "Microsoft Office XP..." and clicked Change button - is it correct?
What happened next ? What exactly error message was ? Does it mentioned any specific update (as KB923723) ?
Was "Show updates" checkbox checked ? When you check it, which updates are listed ?
How did you update your Office installation (from Office Update website, from previously downloaded hotfixes, from your company SUS server) ? Was updating successful ?
Did you try to run Office Setup once again from your installation source and select "Repair Office" option ? Did you get any error messages ?
