What method are you using to insert the JPEG? Usually Insert>Picture>From file... will work without incident.
Often these types of errors regarding memory indicate a severe problem with the document, perhaps a step away from file corruption. You should make backups in both the native DOC form and by using Save As to Rich Text Format (RTF), just in case it's all about to fall apart.
Resize the image to the finished size from a graphic program of use the MS Power Toy "Image Resizer" and then do the "Insert".
