Can someone tell me if Microsoft Query comes with Small Business 2003?

It is available but tt may not be installed by default. You can check by starting Excel then see if Data | Import External Data | New Database Query is available. If not, you need to modify your Office install using Add/Remove Programs. Select Change and then Add/remove features. Microsoft Query should be in the Office Tools section.
