In my desire to be brief, I apparently did not explain the problem well.
I make two-sided documents. Sometimes I have long, wide tables extending several pages that require switching to landscape layout in the middle of a document and back again. I use different first, even and odd Headers and different odd/even footers and gutters. The problem is that the gutter in the landscape layout is not added between paper edge and the header/footer, but rather added to the inside/outside margins while the headers and footers stay put.

Yes it does, unfortunately. I guess Word is imperfect, not only in implementation, but also in design.
