    Lookup Problem (2003)

The LOOKUP function does a "fuzzy" search. It finds the largest value that is less than or equal to the search value. It's better to use VLOOKUP or a combination of MATCH and INDEX.
    In A2:
    =IF(C2>0,VLOOKUP($C2,New_Data!$A$2:$C$4672,2,FALSE ),)
    and in B2:
    =IF(C2>0,VLOOKUP($C2,New_Data!$A$2:$C$4672,3,FALSE ),)
Fill down as far as needed.
