    I want them to not be able to load up the net, how do I use the content manager. Will I have to log in as the admin.

    XP home or pro? If it is pro, temporarily make the user a member of the admin group, login as the use, then Start | run | gpedit.msc and see Chrisse.se - How to restrict internet access Domain wide or for a single Site or OU with Group Policies for Group Policy settings.
