Missing Style Gallery Button (Students & Teachers 2003/SP2)

I am attempting to move some styles from one file to another but am thwarted by:

1. <LI>The Organizer button on the "Templates and Add-ins" window being greyed out (Tools | Templates and Add-ins); and
   <LI>The "Theme" window not having a "Style Gallery. . ." button (Format | Theme. . .)

Can anyone confirm whether it is version related?
Any guidance will be greatly appreciated.
