converting gmt time to est (acess 2003)

I'm tring to convert appointment field on a spread sheet to eastern standard time. The stored appointment data looks like 6/9/2007 1:30:00.000000 PM -04:00
the -04:00 on the end is EST - the GMT time. So for this appointment I would say the appointment time is 9:00 am EST meaning the GMT time is 4:00 minutes greater than EST. How can I convert the stored data 6/9/2007 1:30:00.000000 PM -04:00 to show me what EST time would be. I can do this on either the spread sheet or import into access whatever is easier. Thanks..

    How do you get from 1:30 PM -4:00 to 9:00 AM? <img src=/S/scratch.gif border=0 alt=scratch width=25 height=29>

I'd do it in Excel, using a series of intermediate formulas. See the attached workbook.
