In Summary B2:
=SUMIF(Outstanding!\$D\$4:\$D\$35,\$A2,Outstanding!I\$4: I\$35)

In Summary C2:
=SUMIF(Outstanding!\$D\$4:\$D\$35,\$A2,Outstanding!L\$4: L\$35)

Copy c2 to D2:E2

Copy/autofil B2:E2 to B3:E15

Hans or someone will come up with a more elegant solution, but this one seemed to work for me:

SUM(1*(A2=Outstanding!\$D\$4:\$D\$35)*(IF(Outstanding! \$L\$4:\$L\$35<>"",Outstanding!\$L\$4:\$L\$35,0)))

An array formula (CTRL+Shift+Enter), and fill down

AH, yes, SUM ignores the "" and considers it like a 0.
