Typing Text in Margins (MS Word 2002)

I am trying to indicate, in the margin, changes that I made within a tariff. Attached is a sample of a tariff with the (T) in the margin. I have searched and searched to find out how to do this, without success. I imagine it is a modified mark up though. Can anyone help?

    Welcome to Woody's Lounge!

One option is to use a table with two columns, a wide one for the text on the left, and a narrow one for the annotations on the right.
Another option is to use floating text boxes for the annotations. But it can be difficult to keep them positioned correctly as the body of the text is edited.
