Recycle Bin has been disabled (XP Pro SP3)

I have a client (there's no end of them) whose Recycle Bin no longer functions correctly. The "Empty Recycle Bin" option in the context menu is grayed out, but the checkbox to automatically delete files and not send them to the recycle bin was NOT checked.
Antivirus is with Symantec Corporate Edition and definitions are pushed out automatically.

Is this a common phenomenon, or at least easy to fix? She's ... how shall I say ... a demanding client, and this to her is a big deal.

Let your client try entry #64, right hand side on Troubleshooting Windows XP, Tweaks and Fixes for Windows XP (Replace/Repair the Recycle Bin in Windows XP). It's a .reg file that can be opened directly or downloaded then double-clicked.
