    I have a 2003 access with an elaborate switchboard menu but when opened in access xp it fails to open why

    It's probably caused by missing references.

    You'll have to open the Visual Basic Editor in Access 2002 (XP), select Tools | References..., clear the check boxes for the references starting with MISSING and if necessary scroll down and tick the corresponding references for Office XP.

    For example, if you have a reference to the Microsoft Office 11.0 Object Library, you should replace it with a reference to the Microsoft Office 10.0 Object Library (11.0 is the internal version number for Office 2003, and 10.0 for Office XP).

    In general, you should develop databases in the oldest version of Access that you want to support. So if you have only Access 2003 users, you can develop in Access 2003, but if you have users with Access 2000, 2002 and 2003, you should develop in Access 2000.
