Blank field in outer join (Access 97 SR-2)

I have a form based on a query that links three tables. The query relationships are:
tblA : tblB = Many:One; list all tblA and only tblB where the linked fields are equal
tblB : tblC = One:One; list all tblB and only tblC where the linked fields are equal
(All 3 tables are linked on the same field)

When I have related records in tblA & tblB and try to enter something into tblC, I get the error:
'Can't enter value into blank field on 'one' side of outer join'.
What am I doing wrong ? How do I add a related record to tblC ?

tblC only contains 2 fields - a code (to link to the other tables) and a large text field. Each record in tblC will hold notes that apply to a specific record in tblB. Only a few of tblB's records will require these notes so I put them in a separate table to save space. Is there a better way to do this ?

That's the best way to handle this, but I suspect that you haven't enforced referential integrity between tblB and tblC. Doing that and enabling cascading updates and deletes may take care of your problem. If you post the SQL for the query, someone may spot any other problems.
