tiworker.exe grabbing continuous cycles when computer idle

hi folks - certainly some of you have experienced this.
I have just started to notice this on all 3 of my Win 8.1 machines.

It'll peg the cores (25%) along with, I believe an unassociated but often concurrently running, "Disk Space Cleanup Manager" and ultimately overheat (provokes my overheat indicator monitor to squeal) my machines.

I tried to "set priority" = below normal and limit it to one processor, but it seems to have reset this to normal - * although I have no way to confirm either of those settings were actually implemented, except through the standard UI)

any ideas? I never noticed this before about 2-3 months ago?!?
