    I’ve tried to d/l HTML5 without success...
    HTML version 5 isn't a downloadable product, as such. That's why you cannot download it. It's a formatting standard for the Web.

    Since HTML 5 covers an awful lot of functional ground, the way it is implemented is by the internet browser and version you use.

    What browsers and versions? All of them, in their respective current versions!

    Somewhat bizarrely, no current browser is 100% perfectly HTML 5 compatible. However the rule of thumb is, if you can upgrade your internet browser you should. Newer versions nearly always have better HTML 5 support than older versions. Last I heard HTML 5 itself was still undergoing revisions and additions. That's part of the reason (but only part) of why HTML 5 support overall is not a binary Yes/No thing.
