How to input data without license (Access 2000)

Is there a way for Office users to perform data entry on MS Access files without having the application installed or running? Before I worked here, our company used to have a configuration where a client station would run something like "vbrun300.dll" , which would open forms on the target MS Access file allowing data entry. The form could even have buttons that allow reports to be printed. Any advice or direction for further research would be welcome. Thank you.

vbrun300.dll is the Visual Basic runtime. VB can deal directly with Access databases. You obviously had a program written in VB.
