How to stop malware-prone employee downloads?

Lounge member sdgraphics’ problem stirred up the Security & Scams forum recently. The question? How do you protect a work computer containing valuable data from an employee who has repeatedly downloaded Trojans and other malware onto it?

The suggestions rolled in rapidly. Many were stern; most were practical and gratefully received. If you work in an office, I recommend reading the entire thread carefully.
